提升国际传播能力建设也就是在国际上以中国特色社会主义话语体系讲述中国故事、传播中国声音、展示中国形象，并在中国—时代—世界的多维视域中做立体式的话语表达与文化传播。推动中国特色社会主义文化国际传播，可为世界人民谋和平、谋发展、谋幸福提供源源不断的精神动力，为全世界贡献中国智慧、提出中国方案。国际传播能力建设是新时代中国特色社会主义思想的重要组成部分，是意义重大、影响深远的系统工程。为了提升新时代文化国际传播能力，我们亟须聚焦时代要求、彰显中国特色、拓展传播载体、展现世界意义，更好地使中国特色社会主义文化走向世界、融入世界，并引领世界在新时代的新征程上阔步向前。

万小刚先生，生于1968年，重庆市黔江区。现为:北京华夏兰亭书画院院士、国家一级书法家、农民书画家、当代书画名家、中国教育电视台《水墨丹青栏目组》《名家讲堂》签约艺术家。

He is now an academician of Beijing Huaxia Lanting Academy of calligraphy and painting, a national first-class calligrapher, a peasant calligrapher and painter, a famous contemporary calligrapher and painter, and a contracted artist of China Education Television's "ink painting column group" and "famous lecture hall".

万老师自幼喜欢书画,二岁时失去了母爱。小时候没笔,用木棒在大地上书画。在十一岁时进入了最苦难的日子,十一二岁已经无家可归,独自一人浪迹天涯。天涯何处是归宿,处处无家处处家。一直流浪到十五岁,学会了做生意,有了毛笔,用起了笔画,但没人教过,都是乱画。直到2017年6月10日,开始正式学习书画,在曹梅、赵磊两位画家恩师指点下,用六个月写出了全国优秀奖,九个月写下了中国梦想杯铜奖,在书画界创下了用一年成为书画家的神话,用最低的文化,在最少的时间,写出了一个农民一生的梦。
